The IAS Officers Of India
At present, the system instituted by our colonial rulers shackled us.
Administrative Service. Arguably the most selective career choice in India. The prestige of being selected for IAS is so high that parents boast their children's' achievement even if they just appear to give the examination. They are full of joy.
What makes the job of an IAS so high? What is so attractive about being an IAS?
When IAS officers are appointed they are young idealistic and are a great source of human capital. But by passing time they lose their idealistic powers .
This is due to the pressure that is put on them by the ministers who are having more powers than an IAS Officers . The ministers put a lot of pressure on them that the IAS officers work for the ministers and not for the nation itself. These qualities make the officers corrupt and they are forced to work for the ministers.
They cannot even speak to someone about this and in some cases it can be dangerous or critical also. IAS officers are appointed the post of IAS because they are capable of being an IAS officer. In this case the ministers should not take the advantage of the powers of the IAS officers.
I offer some ideas on how we can reform the Indian IAS officers by creating the right incentives to enhance human capital, provide an attractive exit path to overcome entrenchment and compete with talented outsiders.
I propose that after finishing the year plus long IAS training , each officer will be offered three attractive options, two of which would lead to an exit from the service.
1 Continuation in the service at a prestigious senior position for which the officer may have to compete with other experts from outside the service who could be inducted laterally.
2 A fully paid scholarship to any PhD, MBA or top other professional programmes in the world. Eg - Harvard MBA , Princeton Masters in Public Policy, or a PhD at the University Of Chicago. Into which the officer can get admission based on his or her merit.
3 A Rs 1 crore seed capital from a capital fund run by professional venture capitalists begin an entrepreneurial startup venture.
Such evaluation could be repeated after a period of say a period of seven years. An exit option of voluntary retirement could also be added.
The attractive exit options will ensure that the young IAS officers see their IAS journey as dynamic and rewarding, giving them an opportunity to reinvent themselves after experiencing the service. This will also ensure that they will not feel stuck if after a few years they realize that administrative service is not what they want to do all their lives. this is different . But I think that people are people and as a world renowned economist Steven Landsburg quipped . " People respond to incentives. All else is commentary."
I think that these attractive exit options will help the IAS officers combat the pressure that is put upon them by big ministers.
Salute the IAS officers who are working day and night for that we are safe and they ensure that we will win the battle against Corona virus.
