Atal Medical University, the dream project of UP government under construction, was inspected by Sanjay Bhoosreddy, Addl. Chief Secretary, P.W.D.
Cogwere given by Addl. Chief Secretary to PWD officers, Project Management Consultant and Work Contractor.
The construction work of this university is being carried out by PWD on EPC (Engineering, Procurement & Construction) mode.
The Construction work shall be completed ensuring quality and standards in a time bound manner.

Addl.chief secretary, Public Works Department, Sugar Cane and Excise has directed the PWD officer to complete the construction of Atal Medical University within the scheduled time of the Contract agreement. He has given directions to complete the project with the determined specifications and standards within stipulated time. The comprehensive directions were given by Sri Bhoosreddy to the officers during his current visit to the site of the Atal Medical University, the dream project of the Uttar Pradesh Government.
PWD is the handling organization for the construction of this Medical University and the work is being carried out on EPC mode. Addl. Chief Secretary has shared his valuable suggestions with the PWD Engineers, Project Management Consultant and the Contractor regarding the construction. Detailed information from the PWD Engineers was provided as asked regarding the building provisions, specialties and work program of the proposed medical university. He gave directions in detail for the use of the latest technology and new materials for safe and energy efficient construction of the proposed University. He has also directed the concerned people to provide ample provisions to restrict water logging and recheck the structural design for an earthquake resistant construction. He has given clear directions to complete the dream project of the UP government within the scheduled time i.e. by October 2022.
Addl. Chief Secretary has directed to fix the Electrical Load of the Administrative Building and Auditorium separately in order to curb the load based minimum electricity charges. He has also suggested the technique for the use of maximum natural light (minimizing electricity use) during day time, a thermal resistant design for minimizing the use of artificial cooling in order to reduce the electricity consumption. This will inhibit the carbon emission and will be environment friendly. He has also directed that a third party quality inspection should be conducted regularly. He also pointed out that measures should be taken so that the water from the surrounding plots and roads does not enter the University Campus. These measures include analyzing the highest flood levels from the last ten years. Sri Sanjay Bhoosreddy also directed the concerned people to ensure that the chances of seepage of water from the retaining walls and floor of the basement of the administrative building are zero.
During his inspection of the Medical University, the project's sanction cost of Rupees 206.97 Cr was reported to him. This includes the construction of an administrative building, an auditorium and miscellaneous staff residences. All these buildings have been designed as per the earthquake zone 3 (this includes lucknow) guidelines and soil testing results. The building designs were approved by a competent authority after the contractor got their building designs vetted by a Govt. engineering college based in Ahmedabad, Gujarat. The foolproof design of the foundation of the administrative building, which comprises a basement, a ground floor and 8 floors above, is based on a combination of isolated footing and raft. The height of the administrative building has been kept within the restricted limit complying with the guidelines set forth by the Airport authority of India and the proposed basement parking facility is sufficient for the day to day users. The Chief engineer (Building Cell) of PWD has reported that all the district wise medical colleges will be affiliated to the Atal Bihari Vajpayee Medical University as per the scheme of the UP Govt.

It is to be noted that the Hon'ble Dy CM, Sri Keshav Prasad Maurya, has been regularly involved in all the ongoing works on EPC mode and has been giving directions from time to time to complete the projects within the scheduled time in order to restrict time and cost overrun of the projects.
